THE HONGKONG TELEGRAPH, WEDNESDAY, SEPTEMBER 5, 1883.

IT was currently reported this morning that an" nction for either libel or slander had been set

going by a well known prominent resident of the colony against the senior partner of a leading firm of share-brokers. No reliable particulars as to the cause of action have yet been disclosed. THE 23rd August (says the Shin Pad) was the day fixed for the opening of railway passenger traffic, between Tientsin and Taku; it was al first intended to open a fortnight earlier, but owing to damage to the track caused by heavy rain, only the coal waggons were running at the

late of our last advices.

A RATHER interesting case was brought up the other day at Singapore before Mr. Anthonisz police magistrate, in which Mr. A. Lamont, enginicer of the steainship Normandy, charged Mr. A. Mitchell, broker, with cheating him out of $4,000. After hearing some evidence the magistrate remanded the further hearing until the 4th inst.

Daily News under date August 15th — The quarters of the Life Boat Society here, in early days the residence of the British Consul at this port, caught fire at about one o'clock this afternoon. The fire was not put but till 3 p.m., number of Chinese engines assisting vigorously in the work of extinguishing the flames. The wind was fortunately east; had it been otherwise the temple of Kuan Yin on the opposite side of the road, and the British Consular gaol close by, would both have been in danger. The Tootai and the Commissioner of Customs sent their engines, and some members of the outdoor staff kindly assisted in the work of stopping the conflagration.

declares the hoisting of the. Italian flag at Zula -is a provocation to France, and that the prospect of the maintenance of peace with Italy is diminish log every day. It takes the opportunity of reminding Frenchimen that General 'Boulanger was Minister of War at the time "of the, Schnaebele incident with Germany, and regrets that he is not now at the War Office, to give that patriotic impulse to France which may be at any moment necessary. The France, another staunch supporter of General Boulanger, writes in very much the same tone. It' says: "Europe will see our conduct is inspired by nothing but the sentiment of our right and the respect of Treaties. It wil compare the calm assertions of those who are conscious of being in the right with the ibrtuous explanations and lil-disguised irritation of the Italian Minister"

The Government organs fortunately do not take the same view. The Temps contains a communique from the Quai B'Orsay, running as follows:-
