A third fallacy is that the rights of Chinese in Australia are somehow different, from those of Germans, Frenchmen, or, Russians. This has been stated in half a dozen forms in different places, but we cannot profess to be acquainted with its origin. It may have arisen from the circumstance that the Chinese are different in H appearance from other people, that they arrive in great numbers, and that there is a feeling against them and not against the others. But in fact the rights of Chinese, whatever their numbers, are exactly the same as members of all other nationalities; if, by domestic legislation, these rights are abridged as against the Chinese that legislation is improper and illegal. If it is desired to alter these rights,, nod to place 755.00 Chinese in a different position from all other 298.82 foreigners, this can only be done by consent of 2,750.00

Another fallacy is that, because the language in the Treaties is not quite clear and precise on the subject, the Chinese have no real rights to go abroad to British possessions at all; the Treaty, it is said, does not grant reciprocal rights in this respect to Chinese. But if no treary existed between the two nations, save one of peace and amity, this of itself would give the Chinese the same rights in British posscansions as all other foreigners. They would be entitled to chim the same privileges and immunities, the same protection, the same laws.
