SIR,-On behalf of the legal profession I will ask you to be kind enough to mention the grievous insult which has Just been offered to one of its representatives here.

Rather more than two years ago I came here as an English legal practitioner; I hold my diploma from the Middle Temple authorising me to practise as a barrister, as well as a French diploma as bachelier-endroit of Paris. I had practised for over twelve years at the Chancery Bar in London. I have never been disbarred or committed for contempt of any court, nor censured by any court. Until I came here I had never been treated with discourtesy by any Judge or Magistrate,

Amoy, 27th April, 1898. At 3 o'clock this afternoon, as a sampan plying for hire as a ferry boat from Kulangsoo to Amoy left the Ling-tow jetty, she struck on a rock about 30 yards from the jetty, and owing to the strong ebb tide immediately capsized throwing ker passengers, eight in number, into the water. the jetty only three went to the assistance of the Although there were about zo ather sampans at drowning persons, and out of the eight Chinese and one sampanman only five were saved. This shows the utter callousness of the lower class of Chinese, for life, and the sooner strong measures are taken to punish boatmen and others who see

people drowning and who could save them with- out danger to themselves, the better it would be for all using sampans in this port. The Chinese. Authorities really ought to put a stop to the overcrowding of sampans; I have sech a small sampan, 16 feet over all, carrying 16

passengers besides the sampanman, and that in a strong a capsize and loss of life. ebb tide where the slightest movement meant.
