DSPORTONATELY, it has only too frequently been our task, in recent years, to protest against the manifest encroachments of the Chi se authorities in the adjacent province of Kwang-tung on the rights and liberties of this British Colony. To the feeble executive which has dominated over the affairs of this colony for the last five years we fear must be ascribed in great measure the daring disregard of internationalrights, and the oftentimes insulting, acts of the "Chinese officials" which with shameful subserviency the administrators have apparently submitted to without murmur. With the advent of Sir WILLIAM DES Voux, there are not wanting indications that humiliations of such nature will come to an end. In this belief, we have to Cabinet require the Chamber of Deputies to The Republique Française demands that the chronicle to-day another audacious infrin- take legislative mea ures for the protection of gement committed by the Canton authori-the French Republic against the Boulanger

ensed, launches of this Colony resplendent with new bunting and flying the Chinese nationalflag.Thucoolness and assumption which prompted this proceeding is edifying unough, when we stop to consider that the Arrow affair, which brought on the bombardment and capture of Canton in 1857, driginated from a far less serious preach of international rights. It was quite open to His Excellency to have these vessels supplied, as is the case throughout China,, with special flags designating that they were employed on Government service; but to so openly assume authority over the native residents of Hongkong and over property protected by British laws and regulations, is, wo venture to think, a principle which requires to be resisted to the utmost if the independence of this Colony be deemed worthy of preservation. We have lately, witnessed some of Governor Wu's high-handed proceedings in Macao, which were resented in, some thing like the old national spirit of Portugal, and to the serious discomfiture of this official. That, the Canton officials are capable of being kept within proper bounds by prompt and spirited action, was shown some years ago by Governor Hennessy who was generally credited with blind alsequiousness to the Chinese. It will be remembered that the Chinese cruisers on more than one occasion invaded the sanctity of British waters under the plea of following smugglers. Governor Hennessy, finding his protest of no avall, contented himself with simply notifying the Canton Viuray Liu in vigorous language that he had called upon the British Naval Commander-in-Chiel in these, seas to fire into and sink any Chinese cruiser which after that notification should 'presume to violate the sovereign rights of British waters. It is noticeable in this connection, that this notification called forth the remonstrance of Sir THOMAS WADE at Peking, on the ground that it was undiplomatically strong; stopping, during Governor HENNESSY's S. LOCAL AND GENERAL.

CHAN PO, $8, an old clothes tailor, was to-day. charged at the Police Court with purchasing. clothing from two seamen of Her Majesty's Service and thereby assisting them to desert: from the Navy. The first complainant, Andrew. Davis, said he was seaman of HM5: Audacious, and that on the evening of the 21st instant he went into prisoner's shop. requesting that a suit of merchant seaman's rigging might be given him in exchange for uniform. The 2nd complainant, William Laik told a similar story in regard to himself with this difference that he paid the accused $1 60 to make up for certain shortcomings in the condition of his own uniform. After listening to other witnesses who appeared unable to prove anything against the defendant, further than that act of purchasing clothing from the com- plainants at their own request, Mr. Sercomb- Smith very properly discharged the defendant. It would appear to most people that the two culprits were the seamen who sold the traps, rather than the tailor who simply car led out an ordinary business transaction, and who was not supposed to know what the two complainants intended to do with their new suits.

A

LAST NIGHT'S FIRE.

A fire broke out last night about 8.30 at 186, Wing Lok Street in the house of a mat store, and as usual ravaged the premises extending frora that thoroughfare right through to the Praya front, a distance of about one hundred. feet.

The Brigades were quickly on the spot but the flames had got too strong a bold for the firemen to do anything very much more than to keep them from spreading through the adjoining property. As it much damage has appear to be very great, from an outside view. been done although the destruction does not The bouses which have suffered most are No. 43 Prays, which is quite burnt out, and No. 186 Wing Lok street, No. 188, a rice store in the same. street, also No. 184, said to be a tea store. The greater part of the property is said to be insured.

THE CARGO COOLIES STRIKE.
