the address on the eve of his deputure, on the site of the old Harbour Office,

Captain hom getr, who was muchrmifcetud muid Gentlemen,—I-thank you most sincerely-for- the very kindly feeling which has brought so many of my friends' together to present me with this too flattering address, and its accompanying substantial gift, which I shall dispose of in such manner as you desire. Nothing can be more gratifying to a Public Officer than to know at the end of a long career that he has won the good will and approbation of the community amongst whom he has worked. I am greatly pleased to see in this room so many of my colleagues in the government service, gentlemen with whom, in the Course of iny public duties, I have necessarily been brought much into contact, and who have alwayshadily aided me with advice. for which Iglailly take this opportunity of thanking them. The government of the colony is much bene fitted, and the public are better served, when their officers work together for the common good, (applause.) I ace before me a community of all nationalities second to none, for perseverance. intelligence, uprightness and energy, and the result of these good qualities cannot be better exemplified than by a short review of what has been effected during my time, to raise Hongkong to its present high position in the family of British colonies.

The day I arrived here in January 1858, I saw the P & Memner Cadiz, of 481 tons leave the harbour with the monthly mails for England At the present day you have subsidized lines of barge steamships of as many thousands as we then reckoned hundreds of tons capacity under the Aurritan, Austro-Hungarinn, British, French Gennan, and Italian Angs connecting us with Kumpe and America. Other steamship lines Connect us with India, China, Japan and the , Australian (rilonies, and we have telegraphic communication to almost every place of import ance in the world.

His lordship in passing judgment, said-There is no doubt that you have been well advised to plead guilty. The evidence in the depositions takeo before the inagistrate is so clear that no jury could hesitate for a moment in finding you guilty. It is now my painful duty to pass senteare upon you, more especially, painful because of your fang services to the Court. The crime with which you are chargid is one of the worst kariwa to English law, and it is aggravated by the position which you, up to recently, held. I have alrely read the evidence which has been handed in, and listened to your statement, and there is nothing in either of them which to my mind affects the charge, and I cannot pass a less sentence upon you than one of penal servitude for five years.
