Gentlemen are, of course, at liberty to give or not, just as they please. But if they withold their donations from the poorly-paid police simply on the grounds that are set forth in the express in question, then I feel myself at liberty to say that the positions of the native police towards foreigners has not been fairly stated to the com- munity.
