I alluding to the latest Telegraph libel case the Shanghal Mercury observes —M, Fraser- Smith is evidently bent on exposing a public scandal. In that case we do not know what may happen to him now-a-days. A quarter of a cen tury ago Mr. Murrow, editor and proprietor of the Daily Press, reformed the Government of Hongkong by his pinin spoken, vigorous and incisive writing; but he got put in prison for six months on we forget exactly what charge. But there is no doubt he exposed grave scandals, and that was his temporary reward. He made the fortune of his paper, however. In this instance we understand the Colonial Office have ordered
