It is the duty of the authorities to protect the Interests of the Hotel and Innkeepers, and to now that the laws are not violated by the establishment of UNLICENSED PUBLIC HOUSES of the class of this proposed "Cap tain's Club." We do not object to legitimate Clubs, but Mr. HAHN's proposed enterprise is not a Club In any sense of the term.
This is not the first attempt that this person has made to run a business of this kind without
paying a license. Not so long ago he gave Italian Night Entertainments at Kowloon which became a regular haunt of the gay women of the Colony, but as a license to sell drink was refused, both the Italian Entertainments `and M. HAHN soon came to grief. He afterwards had a so-called Club, where Masquerade dances were a special attraction, but this also fell through. And now comes this "Captain's Club" for non-residents.
