fusion of the disease. But we in England do firmly believe, what many of our Indian friends would deny, that cholera is, influenced in its spread by human intercours. We do not affirm that it passes from person to person as smal- pox or typhus does; but we believe that it extends much after the fashion with which we are familiar in the case of enteric fever, by means of the dis- charges from the sick, particularly if those dis charges are received into foul cesspools and drains, or if they obtain admission Into drinking water; and buman Intercourse is one of the conditions for the spread of cholera in such fashion as this." If we now, for the sake of hypothesis, suppose other conditions for diffusion of cholera to be to- day what they were in 1865, we may inquire how far the conditions of human intercourse have altered in such wise as to affect the proba ble dissemination and rate of transmission of cholera in and about Europe. direct maritime communications with more Eastern countries; let it be remembered that the Suez Canal has now been open for more than thirteen years and let it further be noted that the present outbreak of cholera in Egypt is not on the line of trafic between Asia and Europe; and it will appear improbable, I think, that the use of the new highway will affect the course of cholera towards France and England. Still, it is not to be supposed that 1883 will find us in every respect under the same conditions of human intercourse as 1865 ; and it is possible that some of the changed conditions may be such as to affect the opportunities for the migration of [3 cholera. But, plainly, they are not worth speculating about, In view of our complete un certainty whether those conditions for the diffu sion of cholera which are independent of human intercourse are or are not to be the same in 1883 as in 1865.

THE hour for the Parade of the Fire Brigade on Monday next, to take place in the presence of H. E. the Governor, has been changed to 5.39 p.m. instead of 3-30p.m. as previously announced

We read in the Overland Mail of July 6th, that Lieutenant Charles Lindsay, in command of H.M.S.Vigilant, was promoted to the rank of Commander in Her Majesty's fleet on June 29th..

WE leam that Colonel G. E. L. THE British steamer Anerley will leave the Aberdeen Dock to-morrow.

WE hear that Mrs. Kemp, the wife of a police man in the Dockyard, is seriously ill, but have not leamed the nature of her complaint.

We hear that a man named Lyons, who lives in one of the houses opposite the French Convent, Wanchai, was taken to the Hospitalthis morning in a very serious condition. The house in which Mr. Lyons resided is one of a block of four, which are in a notoriously bad sanitary condition, and have at their backs a mass of vegetation in tion are built quite close to the hill, which is most almost all stages of decay. The houses in ques certainly against the regulations of the Colony. We beg to refer the honorable the Surveyor of Hongkong"Buildings and Nuisances" General to page 136 para: VIII, of the ordinances which says "It shall not be lawful to construct or reconstruct any house without a sufficient and le place for the lighting of fires and cooking of food, and also a suficient water closet or privy, and a sufficient ashpit furnished with doors and coverings, &c, &c," and would then ask him to visit the locality named and see for himself whether, the decaying and offensive matters have been removed from time to time, according to the regulations of the Ordinance. Notone of these houses should have been built on their present sites, according to law, nor are any sanitary arrangements provided for or carried put

These small but dangerous matters have evidently missed the lynx eyed chief of the great money spending department of the colony, whose sole aim would appear to be to make a flower garden of the easily seen districts while the disease spreading beds in the out of the way places are left to revel in their filth

There is also a row of houses commencing from the late Spring Gardent Club which requires looking to. We are perfectly sure that no more convenient place for breeding every form of dis ease exists in the colony than in the rear of the housen we are now writing of. With cholera reported to be raging in the colony, we cannot afford to be mealy mouthed, and shall Klase no opportunity of pointing out to the author ites any hot-bed of disease that comes under our notice.

For the last ten years the country has been thus prepared for the invasion of cholera, and the fact of this prepared- ness should be known.
