It is remarkable that the Lively had a narrow escape from a similar fate only three mornings ago. When leaving Loch Roig during a fog was seen to be heading straight on a rock habit was only after a desperate manoeuvre that it was cleared. It is curious coincidence that when she struck to-night the escape she had the other morning was the subject of conversation in

the saloon.

The Lively is a wooden paddle steamer, built for the special duty of an Admiral's despatch boat She is commanded by Commander Parr, who not long since succeeded Captain L'Estrange in that office. Mr. Price is First Lieutenant, Mr. Mills Navigating Lieutenant, Mr. Styleman Sub-Lieu. tenant, Mr. Shoolbread, Chief Engineer, and Dr. Anderson medical officer. One of the chief points paid attention to in the construction of the steamer was the desire to attain a high speed, and on her trial trip she reached a rate of over twenty knots an hour, which was considered highly satisfac tory. Of course that speed cannot now be nearly, reached owing to the length of time she has been sailing. The engines, which are built- on the most approved principle, are of 250 actual horse power, and the vessel's tonnage is about 1000 tons. On the special duty in which she has been engaged-of carrying the Crofters Com mission-she has served her purpose admirably, and every one has been delighted with his treat- ment by the officers on board, from Commander Pare downwards, and the desire shown to make one and all as comfortable as possible. A higher. rate of speed was only a secondary matter, and consequently on the trips madt, with the excep tion of one, only, two out of her four fires have been in use these being sufficient to give her a rate of fully to knots. The exception referred-to- was in crossing from Portree to Barra, exactly a fortnight ago, when three of the fires were lighted, and about 14 knots were made.

The Lively is perhaps best known on the coast from the trip which the Duke of Edinburgh made in her round the British Islands a couple of years ago. His Royal Highnersat that time was Admiral Superintendent of the Coastguard and Naval Reserve, and on the trip must have pred) within a short distance of the very rock on which she struck last night. Before starting with the Commission the last duty on which the Lizely was employed was in taking Admiral Sir John Hay to Malta. The answer was that the legality of such arrangement, would be most questionable, it might, or might not, be enforced by a court in Japan!!! Of course B has not lent the money. To make things worse the Government have just put into force some new and most despotic press laws, whereby the press is completely muzzled. They are now afraid that the people will have the causes of their grievances put be fore them through the medium of the vernacular press, with the result of open rebellon. It is really terrible to see a whole nation verging on irretrievable bankruptcy, with the means of get- ting out of their embarrasments at hand, but with a. Government full of sentimental feelings of injured pride and vanity resolutely driving them on to the inevitable end. The Japan Gazette truly says that the two great desiderata for the government at the present time are:-"

The people may bear with the government until 1890, when a constitutional government is promised them; but I seriously doubt this. With reasonable alterations in her commercial laws there is a bright future before the Land of the Rising Sun, but not otherwise; and this time will show more and more.

We regret to announce the very sudden death of Sir George Bowyer at his chambers in the Temple. When his laundress entered his room. in King's Bench-walk yesterday morning (June 7th) she found him quite deid, and the medical man, who was immediately sent for, stated that he must have died some hours before. Sir George Bowyer was a rather learned lawyer and a some- what eccentric politician. He had ceased to be a Member of Parliament for some years before his death, but he was for a long time well- known in the House of Commons, and to the last be took an active part in political and religious controversies. He was born in 1811, was educated at Oxford, and was called to the Bar by the Benchers of the Middle Temple in 1839. He never had much practice, and his studies took rather a histerical, not to say an antiquarian direction, than that which conducts barristers to places of honour and emolument. He was made Render in Law to his Inn, and he was the author of several legal works which indicated a considerable amount of research. Fer- haps the most important event of his life was his conversion to the Roman Catholic faith, which took in place 1850. Just a year before he had stood unsuccessfully for the borough of Reading, but after his change of religion he made no further attempt upon an English constituency..
