THE VEHICLES AND PUBLIC TRAFFIC ORDINANCE.

Mr. O'Malley-I beg leave to introduce a bill entitled the "Vehicles and Public Traffic Ordin- ance, 1883" This subject was introduced at

puncil some time ago, and withdrawn; since then some suggestions have been received from Captain Deane, which after consideration have been embodied in this bill. The object is to revise certain powers for licensing Jinrickshas, and also to lay down certain rules of the road for the better control of our street traffic.

Dr. Stewart seconded, and Mr. Russell sug gested that a meeting for the second reading of the bill should be held shortly, as the licenses had to be issued on April 1st," and a number of printed forms had to be get ready before that

time.

THE MEDICAL REGISTRATION BILL Mr. O'Malley1 beg to ask leave to postpone the second reading of the Medical Registration- Bill until the next meeting of the Council.

THE OPIUM ORDINANCES. Mr. O'Malley-I ask leave to introduce a bill entitled the "Excise Ordinances (Opium) 1858. to 1879 Amendment Ordinance, 1883. The Council are aware that the arrangements for letting the oplum farm, which have been much of the same character since 1858, have recently been departed from, and that under new plan, the Goverment is about to retain the power of licenses in its own hands, instead of granting

etting it to the farmer. The power of doing this is provided for in section 3 of Ordinances of 1858, which contemplates the contingency which has now arisen of the Government retainidg in, their own hands the power of issuing licences to boil and prepare opium.. It has been determined to do that, and so it is necessary to amend certain details in Ordinance 2 of 1858, in order that the Government, in its position as oplum farmer, should be able to exercise the same control and protect its interests in the same way as the opium farmer has hitherto done. There is also one section at the end of the Ordinance dealing with the licenses for smoking divava:—

The licensing of these 98 shops is let to an oplum drugs farmer, who has the privilege of collecting these small amounts from the opium dross shops. The way the dross is collected is by hawkers who go round to private houses where opium is used, and they dispose of it to these shops or divans, where it is re-bolled, and then smoked on the premises, or sold. A pure opium smoking saloon only allows opium to be smoked there, and the dross is sold to a number of hawkers in the colony who are engaged in the trade. I have the names of all the persons engaged in this trade. Capt. Deane asked for a return some time ago, and I think it as well to inform the Council of these figures. As mentioned by the Attomey- General, the Government has now adopted the which were reserved under the third powers iection of Ordinance a of 18c8, I may state that all the persons who previously held licenses bave been granted them again, and that several new applications have been granted.
