However, that a contract for Government appears to be regarded as a fair opportunity for putting up charges, is a very general im pression; and from this point of view, the consideration that Government could and would sometimes undertake its own work might have a wholesome effect. Let us hope that this will be so."

We do not consider it necessary to cri- ticise the above precious production. It is as false in logic as it is absolutely without foundation in its facts. But to one point we may direct attention. Our contempor. ary states that the Government is called upon to pay exorbitant rates for building and other contracts, such rates being some fifty per cent. higher than would be the case with outsiders. If this be the case, if there is the faintest shadow of truth in these insinuations, it must be patent, to

tpotted meat of a policeman, and escape with a fine, while in the same district he would get six months for "sampling" the parson's Blenheim oranges without premission. At Stoke-on-Trent on Thursday a man was indicted for wilfully wounding his brother, a collier. It was shown that he had beaten his brother about the head with a poker until the weapon broke in two parts, while the poor fellow's head was terribly cut. For this offence the brute escaped with six months' imprisonment. At Northampton, on the other hand, a youth of seventeen was sen- tenced to twelve months' hard labour for stealing a pigeon valued at fifteen-pence. What a grand thing it is to find justice so beautifully dispensed. At Stoke a man could break two pokers over as many beads for the value of a pigeon in the eyes of the Northampton authorities. LOVERS generally have the credit of being bot- headed, and utterly regardless of the future, so long as the adored one returns their affections. There are, however, exceptions to every rule, and an exception is certainly, found in the case pf Mr. E. S. Thomas, 'a medical student, of Hythe. This gentleman became engaged to a young lady, and during the course of his court ship, which lasted eleven months, he sent her various presents in the shape of jewellery. When the engagement was broken off he wrote de- manding the return of the presents. This the

summoned by her erstwhile lover to appear at the local country court. During the hearing of the case it was shown that the first and second presents were accompanied by a letter, in which the plaintiff imposed the condition that if the be returned. No such stipulation was made with engagement was broken off the articles should reference to the remainder. The first "honey gifts were estimated to be of the value of four guineas, and judgment was given for that amount only. The morals of this pretty story is that young ladies who may "become engaged" would lations that their presents are sent on “approval only."
