We are informed that three or four English subjects have been, or are now, intercaled in the lottery agencies that sell sickets to Chinese and foreigners alike, and while we presume in the forthcoming prosecution in the British Court, it will not be competent for the defendant to introduce irrelevant matter as to what is done elsewhere, the_case_cannot but have an important bearing on lotteries generally; and to use the same argument that has been ap plied to the betting prosecution at Manchester, if lottery by a British subject on a small scale in a Chinese house is illegal, the lotteries at the Clubs, Hotels, Stores, ele, exist only at the inercy of the Public Prosecutor the Superintendent of Police or the Municipal Council-and may be closed at any moment if he but chooses, to set

the law in motion. It is supposed to be a well

known principle that the law recognisca no distinction of persons, and one isolated prosecu- tion in the British Court is not likely to attain what we suppost is the real object in view, complete stoppage to the lottery nuisance as it now exists in Shanghai. While lotteries are allowed to be openly carried on it is open to any particular Consul to object to one if

his subjects being singled out and punished for aupposed evil, when a like evil exists to a greater extent in the very next house to the one which he has accupied. For the Council, then, to be successful in stamping out the nuisance that exists, stronger steps are necessary than any that have yet been taken, and as all nationalities are concerned, the united action of the Consular Body is necessary before the evil can be eradicated. The present position of affairs is briefly this.
