Mr. F Bulkeley Johnson said-Sir, before this motion is put to the vote 1 wish to make a few remarks on the item which relates, to the payment of the sum of $4,849 for photographs. must say I very much doubt if any public body having the disposal of public funds has ever had before it a vote under circumstances so peculiar as this. We have now to deal with the papers which came before the Finance Committee, and which, I presume, are now on this table as part that so far back as eleven months ago the Gov- of our proceedings; and from which it appears ernar ordered the purchase of a number of photos graphs to the extent of between four and five thousand dollars, and authorised payment for them to be made out of the public treasury. Now I presume the practice in such cases is when the Governor on his own responsibility orders any payment out of the public, funds, he, as soon as Reconcesdarim: That a gratuity of 80s ba given to the possible, applies to this Council for approval of such expenditure. Had the vote come before this Council, I also assume that hon. members would not have passed it without protesting against such a waste of public money. But I do not now intend to deal with that part of the subject; the Governor, is absent, the matter has been referred to the Secretary of State, and in a dispatch in which he refers the matter to this Council the proceeding is virtually censured. But there are other circumstances, connected with the payment of this charge which I consider of more importance than the mere expenditure itself. The papers before the Council show that when payment had to be made by the Treasury there was a question raised us to which accounts the money should be charged, and the Governor appears to have called for a report from the gentlemen who then occupied the positions of Acting Auditor General and Acting Colonial The Administrator-They have not been sold Treasurer.
