THE QUESTION,
To the Enyor or tua ↑ Hungkow TelegrarIL”. SIR,-in your issue of Wednesday appears a Jetter under the heading "A Skipper's Grievance" on which I would like to make a few remarks. The skipper in question deliven himself of the following!-
"The evil result of this drink selling in the harbour, is that any oflicer or engineer can ob tain without the least trouble, any quantity of liquor to take to sea with him; in fact he has the temptation to drink thrust under his nose, and every body knows what trouble there is at sea with officers who are inclined to give way to this weakness. I could fill a good sized book with stories which have come under my observation of young officers who have been ruined, both in body and soul, by taking liquors to sca with them." Now I consider that the alive-casts a very serious reflection on young officers, and more particularly engineers, with whom I am much afraid from his letter, "A skipper" has not been much brought We do not hear of many cases in this part of the world of young officers or engineers causing trouble by drunkenness, and I think that ir a comparison were made between skippers, especially old ones, and officers and engineers, it certainly would not redound to the credit of the skippers.

A skipper" is probably a well meaning sort of a man, and evidently intended his letter to throw some light on the traffic carried on by Chinese owned steam kumches which are so numerous in this harbour, as from which the crews of ships are supplied with fire water" by the bottle, jar or dozen. However, I think that A skipper went rather beyond his mark when he indiscriminately clubbed together officers and engineers as being the people likely to suffer foin the visits of steam-launches. I have no doubt that "A skipper" could fill a good sized book with stories of young officers being ruined &c., &c., by taking liquors to sea with then, and I am equally certain that a thousand good sized volumes could be fitted with stories of ship wrecks which were due to the taking liquors sea with them, but the drunkenness of the skippers. I am advocate for drunkenness, quite the reverse; at the same time I believe in taking what I think is right, in fact using the

a perfectly legitimate busi ness, I cannot help thinking that "A Skipper" has anduly interfered with what did not concern him, in addition to the slur he casts on officers and engineers generally, and would strongly advise him to see that he has a real grievance before he again launches forth his virtuous indignation and rushes into print. A conscient,ous study of the eleventh commandment, and a more charitable feeling towards men who are not total abstainers, is hereby strongly recommended to the notice of "Askipper."

SOLDIERS' AND SAILORS' LETTERS. 1-Privates in H.M. Army of Navy, Non- commissioned, Officers, Bandmasters, Army Schoolmasters (not Superintending or First Class) Writers or Schoolmistresses may send half-ounce letters to the United Kingdom by mail at the rate of four cents (two pence) each, which may be prepaid either in Imperial or in Hongkong Stamps. By private steamer the postage is two cunts (ane penny).
2. The same privileges apply to letters ad dressed to the Privates and Non-commissioned Officers named above.
3-Private steamers leave Hongkong for Lon. don about every ten days.
4-The letters nuust not exceed half an ounce, No handkerchiefs, Jewellery, &c, can be sent, even with the ends open.
-If from a Soldier or Sailor his class and description must be stated in full on the letter, the cover of which must be signed by the Com manding Officer, with name of regiment, ship, &c, in full. 5-Soldiers and Sailors have no privileges with regard to books or papers, nor can these bo prepaid with Imperial Stamps.
LETTER BOXES.
Many boxes of letters are received at the Post Office not scaled, that is to say, the box is fastened with sealing wax, but there is no impression of a seal.
The attention of boxholders is called to the necessity of carefully sealing such boxes with some recognisable seal, and of sending a chit book or receipt with them. The omission of the latter precaution leaves a doubt as to whether the contents of the box ever reached the Post Office; the omission of the former, as to whether part of them might not have been abstracted for the sake of the Postage Stamps.
