ACCORDING to Mr. Stephen Fiske, the richest man in the world is. Mr.. W. H. Vanderbilt, of New York. That lucky gentleman has 65,000,000 dol in United States bonds, and is reported to hold some 50,000,000 dol. in New York Central- and Hudson River stock, 50,000,000 dol, more in other railroads in this and other States, and a vast amount of valuable real estate in this city. His property cannot amount to less than 200,000,000 del, and probably is nearer 300,000,000 dol.

I should mention that several members of the

Concession fire-brigade have been hurt by pieces of tiles, &c., thrown at them by the native fire nice, who were apparently encouraged in their ruftianly conduct by the police. I was told after wards that the foreigners were kept back under instructions from the Superintendent of Police; Perhaps he also ordered files to be thrown at us and authorised his men to make use of most abusive language. The whole conduct of the officer in charge at the fire shewed clearly tint he knew nothing of his duty; he would have done better if he had made his men prevent thieves from running off with everything taken out of the burning houses. After the treatment they received the other night, I very much doubt if many of the foreign brigade would assist at

a fire in the city even if their services asked.

A Japanese of good position, and in whom as much reliance can be placed as any native I have come across, has informed me that the native fire-brigades are composed entirely of carpenters and plasterers. It is in the interest of these men brisk. 4.The letters must not exceed half an ounce.

No handkerchiefs, jewellery, &c., can be sent, even with the ends open.

5- from a Soldier or Sailor his class and' description must be stated in full on the letter, the cover of which must be signed by the Com- manding Officer, with name of regiment, ship, &c,. in full. If to a Soldier or Sailor, his class and description, with name of regiment, ship, &c., must be stated in full.

5-Soldiers and Sailors have no privileges with regard to books or papers, nor can these bo prepaid with Imperial Stamps.

LETTER BOXES,

Many boxes of letters are received at the Post Office not sealed, that is to say, the box is fastened with scaling wax, but there is no impression of a seat.

The attention of boxholders is called to the necessity of carefully scaling such boxes with some recognisable seal, and sending a chit- book or receipt with them. The omission of the latter precaution leaves a doubt as to whether the contents of the box ever reached the Post Office: the omission of the former, as to whether- part of them might not have been abstracted for the sake of the Postage Stamps.

The charge. is the same as for Books, but all packets of and under 4 oz. weight are charged 5 Cents.

LETTERS FOR THE UNITED STATES BY SAILING SHIP.

When it is desired to forward letters to the United States by a sailing ship which is not noti fied as carrying a mail, It is only necessary to post the letters in the ordinary way, marked with the name of the ship, and prepaid so cents per half ounce as usual' The Post Office then [225 undertakes the duty of obtaining notice of depar- ture and despatching the correspondence. It is

least one day before the date fixed for sailing.

TEA MUSTERS.

Persons who send Musters of Tea through the Post in Tins are requested to have them made ilat or square instead of round, as it is impossible to pack round tins securely in the mail bags. Itis believed that the tea will travel more safely in flat tins, which are not so liable as round ones to be bulged in. 4 by 3 by 1 inches, is suggested as a good size. The tins should not have sharp corners.

The above Office being now provided with a 3-cent die, Books of Receipts, Rent Collectors' Books, &c., can be Stamped beforehand in the same manner as Cheque Books. Loose' receipt orma can also be Stamped if required.
