Journal des Economistes a series of politico commercial articles on China. in these we find some interesting details on the missions which China has sent to Europe and America. Under the guidance of a former French naval officer, afterwards Commandant of the Foochow Arsenal, and his Excellency Li Fong Pao, of the present Legation in Berlin, there were sent to Europe in 1877 thirty engineer students, of whom some were placed in England, some in France, and the rest in Germany. These, after prosecuting their studies with the best results, returned last year to China. Among them are Ma Kien Churg, Secretary to the Viceroy of Chili, who has taken the degrees of "Bachelor in Letters and Science" and "Licentiate in Law." Last spring another marine mission came to London. For ten years there has been established at Hart- ford, United States, a Chinese educational establishment, which contains about zoo youths between fifteen and twenty years of age, who are educated in foreign languages, science, and in dustries. This establishment was under the
Yamen, wasfirst dug in 1876; in 1880 the Canal at Ma Chang, about 50 miles above Tientsin, where the Hoo To river falls into the Grand Canal and then into the river Ki-ko, which about 60 miles cast of Taku falls into the gulf of Pelichili; and the Canal 30 miles above Tientsin, at the New City. Although this plan is a very good one, when too much water is in the river, in the pre- sept state of the river they carry away water which is very much wanted, and thereby weaken the current. If dams and sluices had been made in these canals, they would then have answered the purpose; and it is to be hoped that His Ex- cellency Li, seeing the present danger,, will have dams and slices built at once, which will not cost so much for the three canals as the towing of hundreds of rice junks will cost.

The market opened yesterday: There were at noon to-day between 160 and 200 chops of tea in town, some 20 of which have been sold. The Tanker takes the first austers and several chops, about 600 packages in all, to Shanghai. The prices for the teas have ranged from Tis. 21 to 54 per picul. No other ocean steamers be- sides those I mentioned in my last have arrived. The Kiang Cheng arrived up this afternoon and brought a number oftea tasters. Last night we hada thunderstorm which cooled the atmosphere which had previously been very oppressive. The Aiang Cheng has brought goo packages of tea from Kiu kiang. During the thunderstorm, the river ran riot, and the Stirling Castle had to get up her anchor and go further mat into the stream. The job took her a couple of hours No accident hap pened to her; but a nuciber of boats above the settlement were upset and some of them smashed. The water, however, did.not rise more than 2 inches. Mr. Zuck, United States Consul, appears to have received some rather harsh treatment at the hands of Chinese in Shantung. The Chinese took him to be a missionary, and some grievances against those gentlemen was the cause of their insulting conduct towards the Consul, at least such is the Chinese story here.
On the 5th, an exciting incident occurred at the French Consulate, an attempt at agyassinat. tion, which fortunately was thwarted. It appears that a man whose real name is Tullier, but who has been travelling under the name of Markgraf, with a forged passport, and who had left his country for his country's good, was identified and exposed by the captain of a French sailing vessel now in this port. The captain laying gone to the French Consulate, he was followed by Tul- who is evidently a desperate character, secking his revenge. When Tullier entered the Consulate, he drew a revolver to fire at the
сар- tain, who was then sitting beside M. Masse, Chancelier; but the constable of the Consulate fortunately noticing the suspicious appearance of Tullier, was on his guard in time, and seized him as soon as he drew the revolver.. Tullier was at once put in irona, and a trial has been going on for the past two days; but I have not yet heard the result.
The low state of the water in the river appears to be as much annoying to foreigners as Chinese, the Taku Tug, Lighter, and Pilot Company, ex- cepted.
From Chefoo we hear that Commodore Shu- feldt, in the Swatara, Admiral Ting and the Ambassadors, left for Seoul on Saturday last the 6th instant.

Had the C. M. S. N. Co, and the Municipal Council then and there accepted His Excellency's terms in 1878, perhaps the present difficulty in regard to the navigation of the river would have been prevented; and if those who suggested to His Excellency the construction of the canals had also drawn his attention to the necessity of dams, all the present difficulties would have been avoided. "A stitch in time saves nine," is proverb the truth of which is clearly illustrated in the present state of the Pei Ho-Mercury Correspondent.
