Journal des Economistes a series of politico commercial articles on China., In these we find some interesting details on the missions which China bas sent to Europe and America. Under the guidance of a former French naval officer, afterwards Commandant of the Foochow Arsenal, † and his Excellency Li Fong Pao, of the present Legation in Berlin, there were sent to Europe in 1877 thirty engineer students, of whom 'some were placed in England, some in France, and the rest in Germany. These, after prosecuting their studies with the best results, returned last year to China. Among them are Ma Kien Chung, Secretary to the Viceroy of Chili, who has taken the degrees of Bachelor in Letters and Science" and "Licentiate in Law." Last spring another marine mission came 10 London. For ten years there has been established at Hart- ford, United States, a Chinese educational establishment, which contains about 100 youths between fifteen and twenty years of age, who are educated in foreign languages, science, and in dustries, This establishment was under the charge of the savant Ou-Kia-Chan, one of the most advanced and liberal Mandarins, and for merly Minister in Madrid. The growing in portance of the international trade with China to the establishment of diplomatic relations with the outside world. In the year 1877 Kao- sung-tao was sent as Minister to Paris and Lon- don; in 1878 the unfortunate Chung-How was sent to St. Petersburg, and Li-fong pan to Berlin. The latter is now also accredited to Vienna, Rome, and the Hague. Madrid has now a Chi- nese agent. London and Paris have Chargés d'Affaires; for North and South Anterica China has only one Embassy in Washington; in Lima, | a Chargé d'Affaires; in Cuba, where there is a large Chinese labouring population, a. Consul General; in San-Francisco and Singajure Chi- pese interests are looked after by Consuls, and in Japan by an Embassy and three Consuls,

The market opened yesterday. There were at noon to-day between 16o and zoo chops of tea in town, some 20 of which have been sold. The Hanken takes the first musters and several chops, about 600 packages in all, to Shanghai. The prices for the teas have ranged from Tls. 21 to 54 per picul. No other ocean steamers be- sides those I mentioned in my last have arrived. The King Cheng arrived up this afternoon and brought a number often tasters. Lastnightwehada | thunderstorm which cooled the atmosphere which had previously been very oppressive. The Kiang Cheng has brought goo packages of tea from Kin kiang During the understorm, the river riot, and the Stirling Castle had to get up her anchor and go further out into the stream. The jab took her a couple of hours No accident hap- pened to her; but a number of boats above the settlement were upset and some of them smashed. The water, however, did not rise more than inches. It is now about 26k zin,-Courier.

TIENTSIN

May 9th, 1882.

Yamên, was first dug in 1876 ; in 1880 the Canal at Ma Cháng, about 50 miles above Tientsin, where the Hao To river falls into the Grand Canal and then into the river Ki-ko, which about 60 miles east of Taku falls into the gulf of Pehchili; and the Canal zo miles above. Tientsin, at the New City. Alliough this plan is a very good one, when too much water is in the river, in the pre- sent state of the river they carry away water which is very much wanted, and thereby weaken the current. If dams and sluices had been made in these canals, they would then have answered the purpose; and it is to be hoped that His Ex- cellency Li, seeing the present danger, will have dams and sluices built at once, which will not cost so much for the three canals as the towing of hundreds of rice junks will cost.

It is also very important that, as agreed do at the Landrenters' meeting last month, the Munici- pal Council, instead of getting out dredgers, should in conjunction with the manager of the C.M.S.N. Co. accept the conditions of His Excel- lency Lá as offered in 1877 and 1878; namely that His Excellency should place the dredger at their service, provided that they become respon- sible for loss or damage to the dredgers while

cuplayed by them. This is a very reasonable condition for His Excellency to impose; for if they were using their own dredgers they would be liable to the same risks. They have also, of course, to pay the working expenses.

Had the C. M. 5. N. Co. and the Municipal Council then and there accepted His Excellency's terms in 1878, perhaps the present difficulty in regard to the navigation of the river would have been prevented; and if those who suggested to His Excellency the construction of the canals bad also drawn his attention to the necessity of dams, all the present difficulties would have been avoided. "A stitch in time saves nine," is a proverb the truth, of which is clearly illustrated in the present state of the Pei Ho.-Mercury Correspondent.

On the 5th, an exciting incident occurred at the French Consulate, an attempt at assassina tion, which fortunately was thwarted. It appears that a man whose real name is Taller, fal who has been travelling under the name of Markgraf, with a forged passport, and who had left his country for his country's good, was identified and

exposed by the captain of a French sailing vessel now in this port. The captain having gone to the French Consulate, he was followed by Tul lier, who is evidently a desperate character, seeking

his revenge. When Tullier entered the Consulate, he drew a revolver to fire at the cap- tain, who was then sitting beside M. Masse, Chancelier; but the constable of the Consulate fortunately noticing tre suspicious appearance of Tullier, was on his guard in time, and seized him as soon as he drew the revolver. The low state of the water in the river appears to be as much annoying to foreigners as Chinese, the Taku Tug, Lighter, and Pilot Company ex- cepted.

From Chefoo we hear that Commodore Shu feldt, in the Swatara, Admiral Ting and the Ambassadors, left for Seoul on Saturday last the 6th instant.

water in the river is so shallow that steamers, sail- ing vessels, and even tribute rice junks, drawing only to feet, have touched ground, and have to remain either till the next food brings more wa- ter, or discharge part of their cargo into boats. Two Chinese tow-boats are now employed to tow these junks past the foreign actilement to the station allotted to them. Various reasons are given for the river being so shallow. It is said this is a dry season; true enough, but every winter for the past six years has been the same. Another reason given is the ordinary height of water in the Yellow River, which throws its water into the Grand Canal (or in Chinese called Yui Ho), and TO TRAVEL WITH CHIARINIS CIRCUS AND passing north of Tientsin city walls, through the suburbs, close to the Viceroy's Yamen, and into the Peiho (or Tientsin river), carrying with it with a good knowledge of pidgin English; well mud and quicksand. The latter is chiefly sup-

plied from the Poo To, by some called the Hoo To tiver, which has its source in the mountains on the border of Shanse and Chibli. But every year during the winter and spring, the water in the Yellow River is of the same ordinary height as at present; and the same can be said of all the other tributary rivers and streams which fall lito the Pei Ho river. Therefore the question very naturally arises.. What is the cause of it? It can be accounted for only by the weak current running down, which permits the mud and sand to settle; and especially is this the case during the winter, when no steamers are running, so that the mud and sand settic and harden, raising the bed of the river. On the 11th April, the steamship Hating crossed the bar with a draught of 12 fect, but had to remain in "the Everlasting Bend" for twenty-four hours; and when drawing 10 feet she was able to come to the Bund
