Panama advices to March 1st say --The editor of El Porvenir, Guatemala, has been arrested for printing an article offensive to the United States Minister to Central America, Dr. Logan, The article was not important, but Logan coin- plained to President Barrios of its unfriendly tone, and the President arrested the editor and suspended publication of the paper without in- vestigation. The Ainerican resitents are dis- pleased with Logan's action in the matter.

NEW YORK, March 14th. Advices from Panama state that the report sent of the earthquake in Costa Rica was taken from an official dispatch, which proves to have grossly exaggerated the disaster. Advices from Costa Rica by mail do not confirm the statement in the official dispatch, as to the destruction of towns and loss of life.

LETTER BOXES.

Many boxes of letters are received at the Post Office'not sealed, that is to say, the box is fastened with sealing wax, but there is no impression of a seal.

The attention of boxholders is called to the necessity of carefully scaling such boxes with some recognisable seal, and of sending a chit- book or receipt with them. The omission of the latter precaution leaves a doubt as to whether the contents of the box ever reached the Post Office: the omission of the former, as to whether part of them might not have been abstracted for the sake of the Postage stamps.
