AMOY.

prosent Hai-fang, Pang-Iu, will shortly vacate his post and will be succeeded by one Lao Sek Kiong, a na- tive of Hapoh. It is rumoured that the present Taotai of Chang-obow-foo Tang Hoon, will shortly be super- seded by another officer whose name bas not yet been made known. Tang Thotai is a native of Swatow and brother of General Fang of that port. He was the officer who brought about the prompt settlemont of the Protestant Chapel affair at Chang- obow-foo a few months ago, and is very friendly disposed towards the foreign Consula. Daring his short term of office, he has won the esteem of both foreigners and natives, and while regretting his removal, we hope he will obtain a far more lucrative appointment elsewhere.

The cargo is rapidly being dis. charged from the Palkoi, and they are now getting out the last of the rice. As soon as it is, entirely removed ope rations for raising the vessel will be

commenced.

FOOCHOW

A clan fight occured on the 9th November between the Kao-hoo vil lagers and those of Patoon, in which three men of the former village were seriously injured, while a few hundred orange trees of the latter village were cut down. It is expected that the fight will be renewed unless there be official interference.

We regret to record the death, at 8.15 a.m. on the 10th November of Mr. Gastav Röhl, manager of the Associat- ed Wharves at Shanghai. The deceased came here some five weeks ago on ac- count of his health, and, was staying at Messrs. Siemssen & Co.'s residence.

We learn that the Provincial Trea- surer of this port, Sieh, has been ap. pointed to take over the seals as Go. vernor of the Province of Chokiang. Sich is to be succeeded in his present post by Chan Mông Yuing, the present Taotai of Formosa, and whom we re- ferred to some time ago as having been appointed to the office of Provincial Judge at this port. This official has been ordered to take up the post of Provincial Treasurer at this port, with. out intering upon his Provincial judge. ship, thus obtaining a double promo. tion. Several of the officials through out the province seem annoyed at this double step, as a number of them had been waiting for promotions which they now cannot get. The present Governor of Chekiang, Tan Chung Lin, has been appointed Governor-General of the Shan Kan provinces, which lat. ter post became vacant, through the resignation of Tseng Kuo-chuen the late Governor-General.-Herald.

The semi-official Journal de St. Petersburg, commenting upon the views recently expressed by a London morning paper with regard to the position takon up by Russin in the Turcoman Steppes, says:-"Russia la felt the necessity of guaranteeing her safety in the Stoppes in the first place against the Turcomnus, and next against any other danger which might threaten her in that direction. It is, therefore, natural that the Russian Government should concentrate itt defensive strongth upon that point of the frontier line where. dauger is likely to arise, and Askabad being the principal strategical point of this defensive position, it is equally natural that the Russian troops should occupy the passes situated immediately
