The Chinese Government recently sent instructions through the Em- bassy at Washington to the Chinese oducational commission in Hartford, Connecticut, to establish a department of telegraphy, and operations will be commenced forthwith.

The project contemplates the establishment of a governmental telegraph system, to ex- tend to all parts of the Empire, with oporators who are to be throughly in- tructed aliko in the theory and practi cal operation of the electric telegraph. It is proposed, it is said, to have the students here, in learning the art, use tho ordinary systein, and, as they are well acquainted with English, they could, in their own country, either tele graph in English and translate into Chinese, or use the proposed system of students selected for the telegraphic Chineso tolographie symbols.
