ABSTRACT OF "PEKING GAZETTES."
The following aro taken from the __N_O._Daily News :—

person whose name is suppressed, for having failed to report the fact that his nephew was serving in the same pro- vince, and the Thotai of the Feug, Ying Liu, Ssu Circuit having been accused by the samo individual of ex- torting fees for his expenses while on- gaged on an inspection of the frontier, also with putting an innocent man to death, the Governor was called upon for a report. He states that an inspec- tion of the ancestral record with which the Taotai and his so-called nephew are farnished shows that they are not related to each other by ties of consanguinity within the prescribed limits, being de- scended only from a common ancestor nine generations back. Also that the p-called nephew is not serving di rectly under the Taotai, who is om- ployed on police duty, and has no ter ritorial jurisdiction. He considers. however, that the Taotai was guilty of extreme carelessness in not stating dis- tinctly upon his arrival in the provinco in what relation the District Magis- trate stood to him. As regards the charge of extortion against the Taotai of the Feug, Ying. Liu, Sau Circuit, whose name is Jen Lan-sheng, the me. morialist finds that while engaged on the tour of inspection referred to he took his own followers and horses with him, and demanded no supplios from the officers through whose jurisdiction he had to pass, paying for everything himself. This conclusion has been como to after making enquiry at all the places along the line of route he took, so that there can be no doubt as to the accuracy of the statement. As regards the last charge, viz., that Jên Lan-sheng took on himself to put a person to death in the T'ai-ho district, the memorialist has to report that the individual in question, Hsuan-Yuan Kuan-ching by name, had been taken red-handed in acts of brigandage with other members of an affiliated society, and had resisted capture. On the fact being reported to memorialist, he sent express orders to Jen Lan-sheng, who was near the spot, to go at once to the district and hold a second trial, and, if the man was found guilty, to have him summarily executed, as the people were in an excited state, and it was neces- sary to nip the elements of sedition in the bud, The Taotai wont to the dis. trict town and tried this man and four others who were seized for the same offence, and, finding that the facts as elicited by him coincidelin every par ticular with the report furnished by the Magistrato, he had them all exc- cuted on the spot. In conclusion, he prays that the expectant Taolai above referred to and the district Magistrato, who are descended from a common an- cestor, may be committed to the Board For Manila, por Esmeralda, at 3.30 for the determination of a penalty for

Under the Bank Charter Act it is authorised to have silver in its issue department; and if silver can be restored to its former value there is no reason why it should not do so aguin. The difficulty in the way of this and all similar stops is of course the absence of a free coinage of silver and gold. That implies a fixed ratio of value, and here is the crux of the whole problem.
