The Spread of Bi-metallism. The Monetary Conference at Paris has adjourned for six weeks, after a declaration from Sir Louis Mallet, as the representative of India, which has caused uo little consternation among English monometallists. Lord Har- tington has divested the explanation of any official character which it might be supposed to possess, so far as England is concerned but the fact remains that the Indian Government, through Sir Loufs Mallot, have declared themselves favourable to concluding a bargain for the purpose of securing the rehabili tation-of silver. They will undertake that there shall be no alteration of the coinage of India for ten years, if the other countries interested in silver maintain the free inintage of silver It to gold at the ratio of 154.

is not easy to see how, under this, we can escape the charge of inconsistency. The Government loudly, indeed, uphold the existing system of gold monomet allism in England, and of silver mono- metallism in India. But by binding themselves to maintain the froe mintago of silver in India at a fixed ratio, they virtually adopt the fundamental postul- ate of bi-metallism. It is bard, however, to condemn them. Not only do we seo foreign States champions of bi-metallism, but the converts to that system in our own country are rapidly increasing, and numbers such practical authorities in matters finan. cial as Messrs. Gibbs and Grenfell and Sir Louis Mallet. If other countries are prepared to enter into a bi-metallic union, England ought to as far as she can to help the ex- periment. "THE HONGKONG TELEGRAPH." Sir,-Will you allow me through your columns to call the attention of the Surveyor-General's Department to what would appear to be an abuse. My coolie informs me that he is un- able to obtain water in the morning from the hydrant in Staunton Street, nearly opposite the Union Chapel, because the Chinaman in charge of it wants the coolies who resort thither to club together and pay him $3 a month. The consequence is that my coolie, as well as the others, who are mostly indigent people living in the neighbourhood, have to travel long distances to procure water. I am informed that for nearly a month the bydrant has not been opened at all` in the morning, and only for a very limit- ed period in the evening, because the coolies decline to submit to the squeeze. I am sure it is only necessary to men- tion the matter to have a remedy ap- plied.
