CHAPTER II

ADMINISTRATION

9. The Department is organized under three branches: The Social Work Branch, the Administration Branch and the General Branch. An organization chart is at Appendix 1.3.

Expenditure

10. Total Government expenditure on social welfare including Departmental costs, direct welfare services, subventions and allocations from the Lotteries Fund amounted to $85,789,022, an increase of 52.3% over the previous year.

11. Actual Departmental expenditure for the year increased to $60,7 million, an increase of $26.4 million (76.7%) over the previous financial year. In addition recurrent subventions to voluntary welfare agencies increased from $16.4 million in 1971-72 to $19.7 million (20.5%) in 1972-73. Part of this increased expenditure is accounted for by the expanded public assistance scheme. Public assistance payments are managed by the Operations Division of the Administration Branch. A comparative table showing the number and amount of payments arranged in 1971-72 and 1972-73 by this Division is at Appendix 1.10. Funds for capital expenditure were made available from the Lotteries Fund; grants amounting to 39.77 million were made to finance capital projects.
