in the Home is focused on a variety of educational, recreational and group activities. The capacity of the home has proved inadequate to meet the need, and plans are already underway to build a new and bigger Home in Sheung Shing Street, Kowloon.

83. The Kwun Tong Hostel is a probation hostel for 60 young men normally between 16 and 21 years of age, who are placed on probation by the courts with a special condition of residence for a maximum period of one year. It is entirely 'open' with no element of detention and is intended as an ancillary aid to successful probation treatment. The Hostel, as a temporary substitute for a natural home, in a simple routine of living, provides warmth, understanding and appropriate guidance. The majority of the young men go out to work in the day time and return to the Hostel after work, as they are expected normally to be at work and earning their living.

Open Day of the Division

84. To give the public a better understanding of the probation and juvenile correctional service, the Division organized an open day. The Chief Justice, Sir Ivo RIGBY, officiated at the open ceremony at the Begonia Road Boys' Home on 25th January 1973. More than 2,000 guests attended the exhibition which were also staged over a period of time in a number of places. During the weeks following the Open Day ceremony, through press, radio and television interviews, the Division attempted to promote a greater awareness on the part of parents of their responsibility toward their own children.

CHAPTER VIII

PUBLIC ASSISTANCE DIVISION

85. The Public Assistance Division is responsible for the processing of all applications for public assistance that is to say, the investiga- tion, assessment, and authorization of payment. It also deals with emergency relief, legal aid and repatriation of distressed British Subjects. The Administration Branch of the Department is responsible for the overall direction and supervision of the payments, inspections and internal auditing of the public assistance cases. The main work of the Division is carried out by the field units and the total number of staff of the Division increased during the year from 203 to 349, to cope with the increasing number of cases.
