offender himself, his parents or relatives, schools, the Police, welfare agencies and professional personnel such as social workers, doctors, or ministers and people who are concerned with the offender.
74. The technical 'success' rate for the year, that is, the number of those who completed the probation period without a breach of the conditions of the order or committing fresh offences was 1,440, representing 68.6%. Most of those having completed unsatisfactorily, were either committed to reformatory schools, training centres, deten- tion centres or to prisons if they belong to the older age group.
75. Based on the existing approved manning scale, each probation officer is expected to carry a caseload of 50 or to conduct 25 social inquiries each month.
76. The total number of probation officers attached to all courts including. District Courts and Supreme Court stood at 63 excluding the 7 Senior Probation Officers who administer the probation offices.
CORRECTIONAL INSTITUTIONS
77. Residential training is provided for those who are required by the Courts to reside in correctional institutions.
78. There are altogether 5 homes of different types in the Division, 4 for boys and I for girls, serving a total of 584. Efforts are made to provide for the children in care to enjoy a suitable atmosphere for coming to terms with their problems as well as for growth and development,
79. The Castle Peak Boys' Home and the O Pui Shan Boys' Home are reformatory schools established under the Industrial and Reformatory Schools Ordinance Chapter 225. These schools cater for juvenile offenders committed by the Juvenile Court for an indeter- minate sentence of between one and five years although offender must be automatically discharged on attaining the age of 18. The Castle Peak Boys' Home has a capacity of 150 and caters for senior boys aged 14-16 while the O Pui Shan Boys' Home which has a capacity of 140, caters for junior boys aged 14 and under. In both Homes, a programme of training is designed so as to let the boys grow and develop in a fairly free, but reasonably controlled and disciplined atmosphere. This programme includes a normal school curriculum,
