project was very well supported by members of youth organizations, schools, factories and self-formed groups with over 1,000 active parti- cipants, and a total of 100,000 was recorded for visiting the Young People's World at the Kowloon Park during the Festival period.

Library Services

62. Library facilities are provided at the six community and social centres. These libraries serve as reading rooms for young people in addition to the provision of readers' activities and book-lending service for residents in the neighbourhood. During the year, they had a total registered membership of 20,827 persons of all ages. The mobile library service initiated in 1955 continues to render book lending services and recreational programmes for children and youth in rural areas. There were 7,176 registered readers during the year.

District Community Officer Scheme

63. The District Community Officer Scheme which was started on an experimental basis in February 1969 as an extension of community work into the older urban areas has been a success. Four District Officers were nominated and their work has indicated that their offices con- tribute significantly to group work, youth leadership, a wide range of volunteer activity and enable effective co-operation among welfare agencies and community groups. At the end of the year proposals to extend this scheme and establish it on a permanent basis were well advanced.

Voluntary agencies

64. The Division maintains close liaison with the many voluntary agencies involved in youth work and in particular with the Children & Youth Division of the Hong Kong Council of Social Service which is the co-ordinating body for some thirty voluntary youth organizations. In order to encourage the development of youth services the Depart- ment continued to provide financial and other forms of assistance to voluntary youth organizations such as the Hong Kong Federation of Youth Groups, the Boy's and Girls' Clubs Association, the Scouts Association Hong Kong Branch, CARITAS, the Girl Guides Associa- tion, the Chinese Y.M.C.A., Y.W.C.A., the Duke of Edinburgh's Award
