Honours

20. In the New Year's Honours list, the Hon. G. T. Rowe, Director of Social Welfare was awarded the C.B.E. and Mr. LI Iu-lam, General Clerical Service I was awarded the B.E.M.

Joint consultation

21. The Departmental Joint Consultative Council, on which all grades of the Department are represented, met on five occasions during the year to discuss matters of general interest to the staff and, in particular, representations to the 1971 Salaries Commission.

Credit Union

22. A credit union was formed in August 1971. By the end of March 1972 there were 126 members. Seven loans were made during the year and total savings stood at $3,437.

CHAPTER II

TRAINING

23. The development of effective social welfare services depends largely on the employment of qualified and trained workers by Govern- ment and voluntary welfare agencies. While professional social work training at the academic level is available in the two universities, the role of the Training Section of the Department is, first, to organize in-service training programmes for serving social welfare workers who are academically untrained; second, to provide opportunities for trained welfare workers to further their knowledge, skill and interest in their particular field of practice, through the provision of carefully planned refresher courses; and third, to advise on and implement measures which facilitate staff development, fieldwork placement and supervision for social work students and, to a limited extent, pre-service training,

24. The Training Section continued to expand its programme of short term in-service training courses to full-time and part-time courses lasting one year or more. This expansion of the training programme was made possible partly by the increase in training staff and partly by the availability of modern facilities at the Lady Trench Day
