CHAPTER I

INTRODUCTION

THE twelve months which ended on 31st March, 1971 was a period of further progress in providing social welfare services to the com- munity. The Government was privileged to receive visits from a number of experts who gave invaluable assistance to the Department as follows:

(a) Mr. A. R. G. PROSSER, Adviser on Social Development, Overseas Development Administration, United Kingdom Government. Mr. PROSSER was in the Colony from 9th September, 1970 to 18th September, 1970.

(b) Dr. Irving A. SPERGEL, M.A., M.S.W., D.S.W., Adviser on Youth Work. Dr. SPERGEL has been in the Colony since September 1970 under the auspices of United Nations Development Pro- grammes. He is advising the Department on training and the consequent development of youth work, and at the same time laying the groundwork for research in this field.

(c) Dame Eileen YOUNGHUSBAND, D.B.E., J.P., Honorary President of the International Association of Schools of Social Work, was in the Colony from 28th December, 1970 to 27th January, 1971 to study the supply and demand for social workers in Hong Kong and to give advice on the training and employment of social workers.

(d) Miss Pearl JEPHCOTT, M.A., Lecturer at the Department of Social and Economic Research, University of Glasgow. Her study of the needs of young people between birth and 24 years of age, which was undertaken at the request of the United Nations Children's Fund who provided the necessary funds, was completed between October 1970 and February 1971. This broad look at the existing provision in the field of social services for age groups which cover perhaps half of Hong Kong's population was limited by the time available to Miss JEPHCOTT.
