(b) The Secretarial Division is headed by the Departmental Secretary, who is responsible for staff matters and also supervises the work of the Accounts Office as well as a small unit which provides secretarial services to various committees.

(c) The Training Section, headed by a Principal Social Welfare Officer, organizes various in-service training courses for the staff of the Department, other Government Departments and some of the voluntary welfare organizations, and field work for social work students of the universities. The Section also gives advice on all matters related to the training of social workers both locally and overseas, and a fuller description of its duties is given in Chapter V.

(d) The Planning and Research Unit, headed by an Administrative Officer, is responsible for the formulation of research projects on social welfare matters, and for the forward planning and development of Colony-wide social welfare services. The Unit also assists the Department and the voluntary welfare organiza- tions in planning for the extension of their services in Resettle- ment, Government and Government-subsidized low cost housing estates.

(e) A small Public Relations Unit, formed in May 1969 and headed by the Senior Administrative Assistant, acts as a regular channel of information on departmental activities and gives advice generally on public relations matters affecting the Department.

17. Finally, the Department is represented on ten statutory councils, boards and committees in three of which the Director of Social Welfare is the Chairman, and on a number of non-statutory bodies. Details regarding their composition and terms of reference are given in Appendix 2.
