other resource something less than the ideal may have to be accepted by all. These are factors which apply in every society, and peculiar as Hong Kong often claims to be it cannot claim exemption from their application here.

118. There are, I believe, signs of a growing desire among people in Hong Kong to build, if possible, a Hong Kong that will be forward- looking in every department of activity, and one which will show forth its remarkable energy courage and resource as much in caring for the needs and aspirations of its people of all classes as in its ability to develop industry to new reaches of effectiveness. If, with that desire, is developed the determination to provide the means then great demands will be thrust upon all who are involved in social work to react to changing needs, adapt to new circumstances and develop new approaches and resources so that the services that are needed may be provided. I have every confidence, based upon experience, in the desire and ability of my colleagues, official and unofficial, to rise to the needs of such a situation. At all times during the year under review those whom I am privileged to count as my colleagues have worked untir- ingly, loyally and unselfishly to make the service that the department is able to provide as effective and accessible as possible for those who need it. Without their very full sense of commitment to the work we are all there to perform, and to our clients, the department could not perform as effectively as it does. The best assurance of our ability to attain wider and stronger services lies in the sense of purpose, compas- sion and skill of the staff, to whom I express my thanks for a very good year's work.
