93 During the year sixteen officers of the department completed study courses, of which thirteen were held in oversea universities and three locally. These included post-graduate courses leading to the degree of Bachelor of Social Work or Master of Social Work at the University of Toronto, and courses in social welfare administration at the Univer- sity College of Swansea, in community development at the School of Social Work at McGill University, Montreal, in applied social studies at the University of Nottingham, a blind welfare administration course arranged by the Royal Commonwealth Society for the Blind, a course for home teachers of the blind arranged by the Northern Regional Association for the Blind, the international training course of the UNAFE Institute for Prevention of Crime and the Treatment of Offenders at Tokyo, courses in child-care and work with families in London, in psychiatric social work at the University of Edinburgh, a three months' course on probation, a three and a half months' training programme in in-service training courses in Britain and the United States, and a post-graduate diploma in social science at the University of Hong Kong.

94 At the end of March, five officers were still engaged in higher studies abroad, on courses in the care and education of mentally retarded children (second year of study) at New York University, in residential care and education of children at the Institute of Education of the University of Newcastle, in applied social studies at the London School of Economics, in psychiatric social work at the University of Manchester, and in community development at the School of Social Work at McGill University. Three officers were studying in the Univer- sity of Hong Kong; one for the diploma in social studies and two for the certificate course.

95 The effect that these training facilities have had on the qualifica- tions of staff in the department may be judged by Appendix 23 which shows the comparative numbers of qualified officers serving in profes- sional posts at the beginning and end of the last eight years. This is a record which must be incomparable in this region.
