84 In accordance with the Asiatic Emigration Ordinance 1915, the officers of this section interviewed, among their miscellaneous duties, something over seventeen hundred women and children who were leaving Hong Kong by ship; the origin of this obsolescent enactment was mainly to prevent trafficking in women and children (see Appendix 22). The social workers in the Special Welfare Services Section of the department aspire to perhaps a greater degree of specialization than their colleagues elsewhere. Work with those suffering from some disability of body or mind, and the duty to find ordinary jobs in the ordinary world for people who are clearly at first sight not ordinary at all do require special talents but they still exercise general professional skills.

TRAINING

85 Constructive social work services must have well-trained staff, whether they are to be employed in the voluntary or in the official field. Full-time formal courses at the two universities continue to pro- vide an invaluable source of trained workers. The University of Hong Kong has a two-year course for matriculates leading to a Certificate in Social Study, and a one-year post-graduate Diploma course; these credentials both qualify for appointment in the department as Assistant Social Welfare Officer but at different starting salaries. Ten students completed the diploma course during 1965; fifteen are enrolled in the current year for the Certificate and fifteen for the post-graduate Diploma. At the Chinese University of Hong Kong training in social work as a major course is given by the Chung Chi College Department of Sociology and Social Work and the United College Department of Social Work. Fifteen students graduated as Bachelors of Social Science with major in social work this year. Field work instruction is an integral and important part of social work training. Since qualified supervisors for the field work training of students are rare, six depart- mental officers have been appointed as supervisors by the University of Hong Kong, and seven by the Chinese University.
