Notes:

These figures are of voluntary registrations by applicants for the rehabilitation and welfare services which are provided by the Department, including those who have been referred by other agencies and found in need of such services. In the cases of the blind, deaf and mentally defective the ultimate aim is a comprehensive register; in the other categories such a target is not yet in sight. The category of 'mentally ill' mainly consists of cases referred for aftercare by the Mental Health Service of the Medical and Health Department and is strictly limited.
