108. It is apparent that it is only through the continued close co- operation of the Government and voluntary organizations that progress can be made in meeting the social welfare needs of Hong Kong. This report provides ample evidence of the desire of both to ensure that available resources are effectively brought to bear upon these needs. Relationships, already healthy, will no doubt be strengthened during the coming year when the social work training programme, which is intended to benefit all social welfare personnel whether governmental or voluntary, is under way. In the final analysis it must be recognized that in social work the auspices-whether official or voluntary-under which any person works, in a salaried or in a voluntary capacity, are immaterial to the objective, which is service to people. The encouraging evidence on all sides of dedication to this objective augurs well for the future of the many and varied social welfare services in Hong Kong.
