whose broad experience has already been put to good use in matters of policy and training.
10. Another key post, that of Principal Training Officer, which has been established for the promotion of a comprehensive in-service training programme under the Younghusband Report of 1960, was in process of being filled at the end of the year; UNICEF is to provide the funds with which to pay this officer for the first two years, after which Government has approved the creation of a permanent post; the occupant will work initially under the professional supervision of an expert Consultant.
11. The work of the Department is divided among six Sections, each headed by a Principal Social Welfare Officer, a professional officer with long experience and often specialized training in his or her particular field. Under the Principal Officers serve professional staff and specialist employees. Secretarial, clerical, accounting and office staff complete the establishment. A summary of the senior staff and of the establishment by Sections and by categories is given at Appendix 2.
12. Total expenditure during the year on social welfare within the Department's purview was, in round figures, $10,600,000 of which subventions to 41 voluntary agencies accounted for over $3,600,000, direct welfare work for nearly $3,300,000 and salaries and wages for almost $3,400,000. Appendix 3 gives more details and compares expenditure with that in the previous year and with the amount voted by the Legislature for the next financial year.
CHAPTER III
COURSES AND TRAINING
13. An initial and very important step was successfully taken during the year towards the development of social work training in Hong Kong. Dr. YOUNGHUSBAND recommended in her Report (see Chapter I) that, since social work resources available locally were stretched to the limit, a team of three expert consultants from overseas should be invited to advise. Hong Kong was most fortunate in that three highly qualified and experienced consultants from North America accepted the invitation to advise and assist in developing a comprehensive training programme. These are Professor Alan KLEIN (Professor of Social Group Work in the University of Pittsburgh), Miss Martha MOSCROP from Canada (recently United Nations consultant on In-Service Training in Malaya)
