tions listed in the final column of Appendix 3B, to a total of over $4,000,000; advice was also tendered to Government on applications to appeal to the public by means of a flag day. The terms of reference and membership of the Social Welfare Advisory Committee are set out in Appendix 19.

91. In the field of group work among young people, the Standing Conference of Youth Organizations brings together representatives of 12 voluntary organizations and those of the Social Welfare and Educa- tion Departments. This body runs the Silvermine Bay Holiday Camp through a management committee and has undertaken to run a second holiday camp with funds donated by the United Kingdom World Refugee Year Committee.

92. Three voluntary organizations concerned with the welfare of seamen are represented on the Port Welfare Committee, which also includes members of the Marine and Social Welfare Departments. In addition to the Government subvention of $90,000, the Committee raised nearly $89,000 through its annual appeal and distributed the money among the Sailors' Home and Missions to Seamen, the Norwegian Seamen's Mission, the Apostleship of the Sea and the Merchant Navy Sports Club. Fuller accounts of welfare work among seamen are contained in the annual reports of the Marine Department and the Port Welfare Committee.

93. The Hong Kong Social Workers' Association provides a forum for professional and personal contacts between members of Govern- ment Departments and voluntary agencies engaged in social work. The Association considerably increased its membership during the year to about 200. The relatively small membership of the Association, despite the large increase, perhaps epitomizes the very urgent need for more trained social workers to provide the multifarious social services required by the inhabitants of a modern city of two and a half million people.
