Department, while 24 left during the year. At the end of March 1961 the Legislature approved an establishment for next financial year of 487, about one third larger than for the year under review.
9. The Director, the Assistant Director (Administrative) and the Administrative Assistant are members of the Administrative Service.
10. The work of the Department is divided among six Sections, each of which is headed by a Principal Social Welfare Officer, a profes- sional officer with long experience and often specialized training in his or her particular field. Under them serve professional staff and specialist employees. Secretarial, clerical, accounting and office staff complete the establishment. The recruitment of suitably qualified officers remained a problem, reflected in the fact that there were still 16 vacancies for Social Welfare Officers of various grades and 10 vacancies for more junior staff at the close of the year. A summary of the senior staff and of the establishment by Sections is given at Appendix 2.
11. In round figures, the total expenditure during the year on social welfare within the Department's purview was nearly $10,000,000. Of this sum, subventions to 41 voluntary agencies accounted for over $3,400,000, direct welfare work for nearly $3,300,000 and salaries and wages for almost $3,000,000. Appendix 3 gives more details and com- pares expenditure with that in the previous year and with the amount voted by the Legislature for the succeeding financial year.
CHAPTER III
COURSES AND TRAINING
12. Dr. YOUNGHUSBAND'S visit focused attention once more on the need for qualified social workers and the importance of training. Training falls broadly into three categories-regular courses available in Hong Kong, ad hoc courses organized by the Department and by voluntary bodies and specialized courses abroad.
13. The University of Hong Kong provides a two-year course for matriculates leading to a Certificate in Social Studies and a one-year post-graduate course leading to a Diploma. Between 1952 and 1960, a total of only 69 students have completed one or the other of these courses. Fourteen of them are now working in the Social Welfare Department while 33 others are engaged in social welfare work in other Government departments or in voluntary bodies. At the end of
