7. The Director and Assistant Director of the Department are administrative officers. Each of the six Sections among which the functions of the Department are distributed has at its head a Principal Social Welfare Officer, a professional officer experienced in his or her particular field; under the Principal Officers serve professional staff and a number of other specialist employees. Secretarial, clerical, accounting and office staff complete the establishment.

8. In the course of the year important changes were made in the terms of service of the departmental staff, as a result of the recom- mendations of the Salaries Commission of 1959. Posts of Officer and Assistant Officer, with their various sectional titles, were renamed Social Welfare Officer and regraded in three Classes. Classes II and III correspond with the former Officer and Assistant Officer posts both in salary level and in qualification required for direct entry, namely post- graduate Diploma and Certificate in Social Studies respectively (see paragraph 12); while Class I is a promotion class. At the same time the six former posts of Assistant Director at the head of the six Sections of the Department were renamed Principal Social Welfare Officer and given a higher initial salary, above the new Class I; and a new post of Assistant Director (Professional) was created, parallel to the existing administrative post at this level. Finally, temporary posts of Social Worker carrying a fixed salary were renamed Welfare Assistant, divided into two classes with incremental scales and made permanent and pensionable; and the terms of the Supervisor and Principal Supervisor grades were improved. These changes, which took effect on 1st July, 1959, have at last put the terms of service of these departmental grades in better relationship with other comparable posts in the public service. A summary of the senior staff and of the posts in each Section of the Department, under the new titles, is given in Appendix 2.

9. The work of the six Sections of the Department during the year is described in the chapters listed below:

Child Welfare Section in Chapter IV

Youth Welfare Section in Chapters VI and XIII

Women's and Girls' Section (Moral Welfare) in Chapter VII

Probation Section in Chapter VIII

Relief Section in Chapters IX and X

Special Welfare Services Section (Welfare of the Handicapped) in

Chapter XI

The remaining chapters deal with more general matters.

10. The total expenditure for the year on Social Welfare within the Department's purview was $7,721,432. Of this sum, subventions to some
