7. During the year $1,402,032 was spent on direct welfare work and $1,462,931 on staff salaries, while $3,741,099 was paid by Government to voluntary welfare organizations in subventions. Appendix 2 shows details and a comparison with last year's expenditure.
8. Mr. K. Keen, who had been substantive Head of the Department since 1st July, 1952, departed on retirement leave on 18th March, 1958 and was succeeded by Mr. D. W. B. Baron. Miss Daphne Ho, Assistant Director in charge of Special Welfare Services, returned from study leave in the United Kingdom on 10th August, 1957. Reference is made in Chapter III to courses of study abroad which members of the Department were taking during the year.
CHAPTER III
TRAINING OF SOCIAL WORKERS AND CONFERENCES
9. Training may be divided into three types: basic training of future recruits for general welfare work, in-service apprenticeship of new employees and specific training in preparation for the expansion of specialized services. In all these directions, Government assists private agencies, either by financing the payment of passages for students to attend training courses abroad, by arranging for senior officers of the Department to give lectures on aspects of social work in which they are expert, or by supervising students placed in the Department for practical training.
10. The only Hong Kong courses which are recognized for purposes of appointment to the grade of Assistant Officer in the Department, and also for entry to certain University courses abroad, are the post- graduate diploma course and the two year certificate course in Social Study at the University of Hong Kong.
