institutions such as the North Point Relief Camp, the Po Leung Kuk, the three hospitals of the Tung Wah group and the French Convent orphanages. The Department has so far failed, despite extensive inquiries, to secure help from an expert body overseas in running an institution for mental defectives. The search for a suitable organization to undertake this work is continuing and in the meantime, a toilet training unit has been started through the initiative of Mrs. B. T. Flanagan for the twenty seven severely retarded children who are cared for at North Point Camp. In addition the Po Leung Kuk has introduced instruction in plastic string work for the half dozen higher grade defective girls among the twenty four mentally deficient children in its custody.

70. Old people generally in Hong Kong still hold the privileged position which the Chinese give to the aged but due to the disruption of family life among refugees, the waiting lists of applicants for homes for the aged have swelled considerably. The Little Sisters of the Poor, known throughout the world for their good work in this field, run a home for over 400 old people in Hong Kong. They have been granted several acres of land near Aberdeen to build a second home for 500 old folk, which will bring the total capacity of institutions (including those managed by Taoist or Buddhist organizations) to about 1,500.

CHAPTER XIII

INDUSTRIAL AND SEAMEN'S WELFARE

71. While industrial welfare is primarily a matter for the Labour Department, a note on certain aspects is not out of place in the present Report.

72. In eighty seven cases of fatal industrial accidents which were referred to the Department by the Labour Department and the District Courts, the Special Welfare Services Section inquired into the circum- stances of the dependants and advised how compensation should be paid so as to be of maximum benefit to the family. At the end of the year there were 287 cases on the Department's records; these are constantly reviewed, monthly payments revised when necessary and help by way of medical attention, clothing, recommendations for admission to Government schools etc. given whenever required.

73. Every registrable workplace in Hong Kong must supply first-aid equipment and drinking water, and all plans for new factory buildings
