24. The problem of mentally deficient children still exercises this Section. Often they are not violent enough to require detention in a mental hospital, and yet they are unfit for normal homes. If vacancies are available, these children are admitted to the Kwong Wah Hospital, failing which they are temporarily accommodated in North Point Camp. Dr. Stirratt, the well-known expert on mental health, visited the Colony for three months at the request of the Hong Kong Government, to advise on the setting up of a Child Guidance Clinic, and on the general question of mental health in children.
25. Much of the staff's time was taken up in dealing with child beggars, a problem which admits of no easy solution, as, for the most part, they can be sent only to North Point Camp, from where they run away the next day. But it is felt that something must be done to prevent parents exploiting their children for this purpose. Such cases are carefully reviewed, and assistance given wherever necessary, so that the families no longer need to beg.
26. The three leading voluntary organizations which run Children's Homes in the Colony are the Christian Children's Fund Inc., the Catholic Mission, and the Salvation Army.
27. The Christian Children's Fund runs six Children's Homes and one Children's Centre and partially sponsors two other Homes. Most of the Christian Children's Fund Homes are operated on the lines of the Cottage System. Under the management of its Overseas Director, Rev. V. J. R. Mills, the Christian Children's Fund has started work on a new proj- ect, the founding of a Children's Garden at Wu Kwai Sha in the New Territories, with accommodation for approximately 1,000 children. Children's Garden, when completed, will be one of the most up-to-date Children's Homes in the world and will be a training centre in the Far East for Christian Children's Fund staff. There will be modern primary and high schools and workshops for vocational training. Hand in hand with the Wu Kwai Sha project, the Christian Children's Fund intends also to
