Annual Departmental Reports.
92. These reports cover a financial year and contain more detailed information than that given in the Annual Reports. These reports have an outer flimsy cover, are stitched and unbound. The reports should be issued as and when published together with one loose leaf binder for each set of reports.
Annual Administrative Reports.
93. This report is a bound copy of the Annual and Departmental Reports. About 100 copies are bound and issued for each financial year.
94. It is recommended that the preparation and issue of the Annual Administra- tive Reports should cease.
95. The persons and organizations who now receive Annual Administrative Reports, should receive copies of the Annual and Annual Department Reports as and when published.
Naturalization.
96. This Branch was performing most of the executive functions on this subject and applicants were required to make as many as 12 calls at the Secretariat and other offices before a certificate of naturalization was issued.
97. In consultation with the Extra Assistant Colonial Secretary and the Com- missioner of Police, a drill has now been agreed whereby the executive functions now performed by the Secretariat will be transferred to the Police Force, who previously required to see all applicants. This arrangement has reduced from 12-5 the number of calls to be made by an applicant.
Immigration.
98. While the Immigration Officer decides on the majority of immigration cases, a number of cases, including those beyond his authority for decision, are passed to the Assistant Colonial Secretary via the Commissioner of Police and the Defence Security Officer.
99. It is recommended that cases for decision beyond the authority of the Immigration Officer and other exceptional cases should first be submitted to the Defence Security Officer who should state whether or not the applicant should be admitted and then the case should pass to the Commissioner of Police who will record his decision with reasons.
100. The cases to be referred to the Extra Assistant Colonial Secretary for his consideration should fall only within one or more of the following categories:
(1) Cases of an exceptional nature after they have been commented upon by the Defence Security Officer and the Commissioner of Police.
(2) When the Commissioner of Police disagrees with the decision of the Defence Security Officer.
(3) When an applicant lodges an appeal against the decision of the Com- missioner of Police.
101. Summary of recommendations made in this Chapter:
(1) This Branch should be known as the "Communications and Social
Services" Branch. (88)
(2) The type and design of the cover for the Annual Report should be
reconsidered. (91)
(3) Loose leaf binders should be issued to bind complete sets of Annual
Reports.
