bag is exchanged and vice versa, and this applies even when either bag is empty. When a van arrives at a distribution point on or after the scheduled time and the messenger is absent, the van should proceed to the next delivery point and the sorting clerk should log this fact.

355. If the proposed scheme is agreed, then after one month of operational experience, an officer of the O. & M. Branch should inspect the scheme by travelling in each van, after which further improvements may be proposed.

Messengers (Receipt & Despatch Section).

356. This part of the report is confined only to those messengers employed under the control of the Receipt and Despatch Section.

357. Recommendations have been made above to cease the employment of messen- gers on motor despatch service.

358. In addition to the four messengers now employed full time on the motor despatch service, the Receipt and Despatch Section also employ the Head Messenger, 3 day, and 2 night messengers not including one messenger employed solely on Executive Council deliveries.

Additional duties for Executive Council messenger.

359. It is recommended that the Executive Council messenger's duties should include deliveries to the Legislative Council Members and to Members of the Finance Committee.

Use of postal and motor despatch service.

360. Greater use should be made of the postal and motor despatch services.

Employment of messengers outside of office hours.

361. The duty hours of the three day messengers should be staggered to provide for one day messenger to be on duty one hour after the normal office hours. When this is done it is recommended that only one night messenger should be employed.

Records to be abolished.

362. When the above recommendations are adopted and operational experience gained, the following records shall be abolished.

(1) Form C.S. 1 File Transit Record.

(2) Form C.S. 11 Inward Savingram despatch register.

(3) Form C.S. 12 Despatch register.

(4) Form C.S. 13 Inward letter register.

(5) Form C.S. 14 Outward letter register.

(6) Form C.S. 15 Despatch register.

(7) Form C.S. 33 Despatch register.

(8) Form G.F. 12 File lists.

(9) Form G.F. 99 Leave Record.

(10) Alphabetical and group lists of subjects.

(11) Finance Committee Despatch Register.

(12) Register of Extracts.

(13) Duplicate register of files despatched to Departments, under the names

of Departments.

(14) Copies or despatch covering notes.

(15) Circular telegram register.
