I am in agreement with the proposal to erect a 4 M. G. P. D. filtration plant at the Eastern Filter Beds. Not only would a great improvement in distribution result, but the Bowen Road Conduit, always a most vulnerable link in the Colony's water supply, would be greatly relieved.
Kowloon Requirements.
On the whole, the position in Kowloon is not so serious as on the island, although of course the deficiency in raw water resources applies equally to island and main- land.
As regards distribution the position in Kowloon last summer was difficult and may be acute next summer.
Lack of service reservoir capacity, particularly in the New Kowloon area. is responsible for much of the difficulties experienced. This matter was brought to your notice last year in P. W. O. 3056/36, when the necessity for a new service reservoir at Kowloon Chai was emphasised.
I need only state now that this reservoir together with the necessary connecting mains is urgently required and that steps to enable construction to be commenced at the earliest possible moment should be taken.
