In conclusion I have no hesitation in saying that if the main proposals as to staff and equipment in this report are adopted, there is every reason to believe that the Hongkong Fire Brigade will be capable of performing any duties which it can reasonably be expected to perform and its efficiency should leave no room for adverse comment of any kind.
