The Council met pursuant to summons.

The Minutes of the last Meeting, held on the 28th February, 1907, were read and confirmed.

NEW MEMBER.—Mr. CHARLES MÇİLVAine Messer took the Oath assumed his sent as Member of the Council.

His Excellency the Officer Administering the Government addressed the Council.

FINANCIAL MINUTES.-The Colonial Secretary, by command of His Excellency the Officer Administering the Government, laid on the table the following Financial Minutes, (Nos. 14 to 20), and moved that they be referred to the Finance Committee :-

The Governor recommends the Council to vote a sum of Six hundred and fifty- nine Dollars ($659) in aid of the vote, Post Office, Shanghai Postal Agency, Other Charges, Incidental Expenses.
