If it is made obligatory for the coolies to obtain licences (at a small cost) before they can secure employment, they will very quickly fall into line if the Government keep a stiff front and refuse to listen to the many protests that are sure to follow legislation.

To-day, carry to Tram, perhaps back; object to sight work, refuse to assist in house work and want Tram tickets!

3. In my opinion the difficulty is caused by the fact that during the Summer months the outside chair aud ricksha coolies make more money than the private coolies, besides being their own masters. This causes them to be very independent and to leave on the slightest pretext. There is seldom any difficulty with coolies during the winter months.
