There are many points touched upon in this report upon which I am unable to speak of my own personal knowledge, as they concern circumstances that happened previous to my taking up the duties of Secretary and Superintendent. In these cases I have had to rely upon the testimony of others. I must therefore ask the indulgence of the Board for any shortcomings that may be apparent in the matter or in the manner of this report.
