The Committee meet at the request of the Acting Colonial Secretary.

The Minutes of the Meeting held on the 27th October were read and confirmed.

Read the following Minute under the hand of His Excellency the Officer Administering the Government:

F. FLEMING.

The Officer Administering the Government recommends the Council to vote a sum of Four hundred and Eighty Dollars, ($480), as a Gratuity to the Widow of Mr. ARTHUR WAGNER, late Assistant Marine Surveyor, and Assistant Superintendent and Engineer of the Fire Brigade, in consideration of her husband's service.

Government House, Hongkong, 18th October, 1890.

After explanation by the Acting Colonial Secretary, the Committee recommend that the amount be voted.

ESTIMATES, 1891.-Laid before the Committee the Bill entitled An Ordinance to apply a sum not exceeding One Million Six hundred and Seventy-four thousand Seven hundred and Eighty Dollars to the Public Service of Year 1891.

Items 1, 2, 3, 4, were agreed to without amendment or division.

Honourable T. H. WHITEHEAD moved, as an amendment, that item 5 (Audit Department) be reduced by the amount not disbursed in the Colony.

Honourable Ho KAI seconded.

Question put.

The amendment was lost by a majority of two.

The original motion that $10,000 be voted was put and carried.

The Chairman moved that in item No. 6 (Treasury) the salary of the Colonial Treasurer be raised to $4,800 in accordance with the instruction of the Secretary of State and that the item "Shroff for collecting Civil Hospital Bills" be struck out of the Estimates.

The motion was agreed to.

The Committee then agreed to report progress.

The Committee is then adjourned until Saturday, the 8th instant, at 2.30 p.m.
